8ème Session de la Réunion des Parties à l’AEWA

Description: 

La 8ème session de la Réunion des Parties (MOP8) à l'Accord sur la conservation des oiseaux d'eau migrateurs d'Afrique-Eurasie (AEWA) aura lieu du 26 au 30 septembre 2022 à Budapest, Hongrie, à l'invitation du gouvernement hongrois.

Le slogan officiel de la MOP8 - Renforcer la conservation des voies de migration dans un monde en mutation - traduit la nécessité pour les Parties à l'AEWA lors de cette MOP de prendre des décisions collectives afin d'assurer des ressources plus importantes pour la mise en œuvre et l'application de l'Accord, en ces temps particulièrement difficiles où les problèmes mondiaux urgents liés au changement climatique, à la perte de biodiversité et à l'évolution des priorités, notamment en raison de l'impact de la pandémie de COVID 19, se font sentir. Le renforcement de la conservation des voies de migration ne peut se matérialiser qu'avec un financement durable et une mise en œuvre accrue et conforme.

Le Secrétariat du PNUE/AEWA souhaite attirer l'attention de tous les participants à la MOP8 sur un changement de lieu de réunion, ainsi que sur un calendrier ajusté pour la réunion. (Pour en savoir plus, consultez la Notification aux Parties 2022/006)

La MOP8 de l'AEWA se tiendra désormais dans un nouveau lieu, plus proche du centre-ville, l'hôtel Corinthia et non sur le site initialement annoncé (Hungexpo Convention Center). Cependant, comme le lieu n'est pas disponible le 26 septembre, le calendrier et le planning de la MOP8 de l'AEWA doivent être remaniés. La MOP8 de l'AEWA elle-même aura lieu du 27 au 30 septembre 2022, pour une durée raccourcie de quatre jours au lieu des cinq jours initialement prévus. Le calendrier et le planning de la MOP8 de l'AEWA seront modifiés comme décrit ci-dessous :

  • Le lundi 26 septembre 2022 (après-midi), il est prévu d'organiser les premières réunions de coordination régionale (UE et Afrique) ; un lieu pour les réunions de coordination doit encore être identifié.
  • Le premier jour de la MOP8 (27 septembre 2022), la cérémonie d'ouverture et les sessions plénières seront plus courtes qu'initialement prévues, et les deux groupes de travail (technique & administration et finances), commenceront l'après-midi déjà, ce qui est plus tôt que prévu initialement.
  • Le deuxième jour de la MOP8 (28 septembre 2022) sera entièrement consacré aux deux groupes de travail.
  • Le troisième jour de la MOP8 (29 septembre 2022), tous les délégués seront invités à participer à une journée entière d'événements parallèles organisés par les partenaires, tandis que le Secrétariat préparera les documents de réunion révisés et les projets de résolution pour adoption, sur la base des discussions et des délibérations de la MOP les jours 1 et 2.
  • Le quatrième jour de la MOP8, le 30 septembre 2022, la plénière de la MOP sera reconvoquée pour les discussions finales et l'adoption des résolutions.

Selon ce nouveau calendrier, les sessions plénières seront raccourcies et les présentations devront donc être concises.

Les délégués qui ont déjà réservé leur vol et leur hébergement pour la réunion n'auront pas besoin de changer leur vol mais il leur est fortement conseillé de reconsidérer leur réservation car elle peut être éloignée du nouveau lieu de réunion (Corinthia Hotel). L'hôtel Expo ne sera plus l'option la plus pratique car il est situé à environ 30 minutes du nouveau lieu de réunion.

Les Parties sont invitées à accorder une attention particulière aux pouvoirs de leurs représentants. Conformément au règlement intérieur adopté par la MOP, les délégations doivent être en possession de pouvoirs émis par une autorité compétente (Chef de l’État, Chef du gouvernement ou Ministre des Affaires étrangères) les autorisant à participer et à représenter pleinement leur gouvernement à la Réunion, y compris pour l’adoption des amendements aux annexes, des résolutions et des recommandations.

Les Parties sont vivement encouragées à envoyer une copie des pouvoirs au Secrétariat préalablement à la MOP8, de préférence par email, et à présenter l’original avant l’ouverture de la session.

Parties are requested to pay particular attention to the credentials of their representatives. In accordance with the Rules of Procedure adopted by the MOP, delegations should be granted powers by an appropriate authority (Head of State, Head of Government or Minister of Foreign Affairs) enabling them to participate and represent their governments fully in the businesss of the Meeting including adopting amendments to the Annexes, Resolutions and Recommendations.

Parties are strongly encouraged to send a copy of the credentials to the Secretariat in advance of MOP8, preferably by email and to submit the original before the opening of the session.
