At the generous invitation of the Government
of Germany, the 3rd Meeting of the Standing Committee took
place from 4 - 5 July 2005 in Bonn, Germany.
Representatives from Africa and Eurasia
as well as the Depositary (The Netherlands) were present
at this meeting, which was chaired by Mr. Emmanuel Severre
(Tanzania). In addition, the Chair of the Technical Committee
and representatives from the CMS family, the UNEP Department
of Environmental Conventions, the UNEP World Conservation
Monitoring Centre, and from Wetlands International attended
the meeting as observers.
The Standing Committee met for the last
time before the 3rd Meeting of the Parties, which will be
held in Dakar, Senegal, in October 2005. Draft resolutions
and related documents were reviewed and approved to be submitted
to the Meeting of the Parties on, among others, the following
issues: the submission of National Reports to MOP3 and the
development of an online national reporting format; the
AEWA Strategic Plan; International Implementation Priorities
2006 - 2008; the proposed budget for 2006 - 2008; the AEWA
Communication Strategy; a review of the limits of biogeographical
populations of waterbirds; the development of international
partnerships for support of waterbird population estimates;
implementation of the conclusions from the 'Waterbirds around
the World' conference; guidelines for determining priorities
for financial support by AEWA; Single Species Action Plans
for the Light-bellied Brent Goose, the Northern Bald Ibis,
the Ferruginous Duck, the White-headed Duck and the Corncrake.
